[OpenSource_GPS] Release of 2.1

Just released 2.1 as a tar archive on sourceforge.  Hopefully I corrected all of the mistakes I made in file formats when I released 2.00   This version adds Rinex output capability (Thanks Jonathan and Rick!!) and also includes modifications to the carrier tracking loop to hopefully eliminate cycle slips (I just finished a test of over 48 hours and it seems to work ok)
