[OpenSource_GPS] Looking for a PCI card for building a GPS receiver

I found this PCI card for sell in GPSCreations-

but the price is about 1000$ suprisingly.. I intially thought that the
hardware that I should by in order to work with the OpenSource doesn't cost
so much.
Is there another source when I can buy a suitable PCI card for this use ?
